POLITICAL RESOLUTION

INTERNATIONAL SITUATION

1.         With the set back of Socialism in Soviet Union and East European countries in 1991 Capitalism got a new found opportunity to pursue its ambitions. The US imperialism which has assumed the leader-ship of the Capitalist forces the world over has begun to assert its economic, political and military superiority.

2.         The Uruguay round of GATT (General Agreement on Tariff & Trade) discussions started in 1984 was in stalemate till 1991 because of the resistance of the third world countries to the proposals of the developed capitalist countries for opening up their internal markets. But after the set back of socialism in 1991 the world political scenario changed dramatically and the US imperialism began to behave as a dictator in the world affairs. The then Director General of GATT Arthur Dunkel compiled the proposals of US Trade negotiators into a complete text known as Dunkel Draft Text and began to browbeat other countries especially developing countries into accepting it using the Unipolar World situation.

3.         This saw the emergence of World Trade Organisation (WTC) in the place of GATT. While it had confined itself to the promotion of the World Trade in industrial goods the WTO extended its domain to the trade in Agricultural produces, to the Trade in Services (GATS), to the trade related Intellectual Property Rights (TRIPS), to the trade related Investment Measures (TRIMS), virtually to all fields of economic activity. WTO, with much more sweeping powers became a strong instruments in the hands of the imperialists to impose its interests on the whole world, especially in the atmosphere of unipolarism.

4.         The IMF and the World Bank together with the WTO proved to be formidable instruments under command of imperialism to thrust a uniform economic philosophy of market economy under the name of globalisation on countries irrespective of the stage of development of its economy and the special problems each society faces. Now the capital became free to invest anywhere in the world and the sole consideration became that of making maximum profit. This served only the interests of Trans National Corporations and Financial Capital head quartered mainly in developed capitalist countries.

5.         The unhindered path opened before the capital to further its exploitation of the labour power of the working class and primary goods produced by the peasantry resulted in massive pauperisation of the masses in the developing as well as the developed capitalist countries. The United Nations Developmental Research Institute has reported that the income gap between the rich and poor is widening as never before. 10 % rich now owns 85 % of the total assets while the top most 1 % owns 40% of the total. At the same time the bottom 50 % has only 1 % assets with it.

6.         The parametres of bourgeois political economy tells that the world economy is on the path of developments since the growth rate has risen. But the parametres of people’s welfare prove that inspite of the so called growth and development, life of the people has become worse and worse.

7.         International situation is growing more complex and complicated as a result of deepening of economic crisis of Capitalism on a global scale. The concentration of wealth in few multinational corporations in the big capitalist Imperialist countries like V.S., Britain, Canada other countries of Europe and Japan is taking place in accelerated speed leading to pauperising the majority of the people. So poverty, unemployment, hunger, malnutrition of the people on mass scale are hallmarks of the world scenario.

8.         The contradictions between the working people of the world and Imperialism has further intensified in the context of unipolarism of V.S. Imperialism. Out of the four major contradictions (I) that between socialism and capitalism (2) that between imperialism and the developing, countries (3) inter imperialist contradictions and (4) that between working class and the ruling class in the capitalist countries, the contradictions (2) and (4) are getting interwoven and sharpened focussing against imperialism.

9.         The people of Asia, Africa and Latin America are putting up tough resistance to the policies of Imperialist Globalisation being pursued by Imperialist countries led by U.S. Imperialism. In this heroic resistance, the role of Venezuela, Bolivia, Cuba and North Korea is quite laudable in the present context.

10.       U.S. Imperialism, after getting entrenched in Afghanistan and Iraq, has encouraged Israel to attack Lebanon with its Imperialist designs, to recast and reshape the Middle East so as to establish its hegemony on the oil and gas rich region. However Israel faced tough resistance by the Hizbollah, the most organised and popular organisation of Lebanon. Hizbollah has shown its mettle in the recent attack of lsrael on its bases. Despite bombing for more than a month and heavy loss of civilian people including women and children, it has not dithered, rather it emerged more stronger and popular. Lebanese missiles caused immense damages in Israel. Finally Israel was forced to withdraw. In it’s decades long history of hostility with neighbouring Arab countries Israel tasted defeat for the first time at the hands of Hizbollah. This defeat has now created a political crisis in Israel with cries for the resignation of Prime Minister Ehud Olmert emanating even from his own party.

11.       The continued denial of the legitimate right of the people of Palestine has only strengthened militancy in the region, which is reflected in the election victory of Hamas. At first US, Israel etc. refused to accept that victory and recognise the Hamas govt. Now after much conflict and clashes the Fatah and Hamas have joined together to form the govt. and USA and Israel were forced to deal with it.

12.       U .S. Imperialism’s aggressive policy of open military aggression and intervention in different regions of the world is isolating it and making it frustrated and desperate. V.S Imperialism and its allies like Britain are loosing their base and credibility even among its own people, because the ruling classes in these countries are depending more and more on Industrial Military complex and speculative transactions, i.e.; on non- productive purposes. Spending on defence budgets and military infrastructure has increased tremendously at the cost of sharp cuts on social sector like health, education and other welfare schemes creating acute internal problems in their economies. The riots and violence of the black youth and the long drawn out battle by the workers, youths and students against the Job contract Bill in France, massive strike of motor transport workers in Britain etc. reflect the real situation on ground level. Population of immigrants is on the rise but there are no definite international laws f or their security and employment, which accentuate their problems.

13.       China is emerging as a big challenge to U.S.A. and other developed economies of Europe especially in the field of trade, although on the political plane it is moving very cautiously keeping its own trade and other interests primarily into consideration. So sometimes, it appears that China is not fulfilling the duties of proletarian internationalism as expected by the International working class. Russia is no more moving on the dotted lines of U.S. Imperialism. Recently it has openly challenged the US move to extend NATO to its doorstep and install warheads and missiles in former East European socialist countries like Poland Czeckoslovakia etc. Under Putin, Russia has achieved better growth rate and has grown as a major economy. Many private gas and oil companies were taken over by the govt. to form Gasprom, the state monopoly, which is now the biggest gas company in the world and Roseneft, the state oil company, the turn over of which equals Aramco, the Arab-American company, which was the biggest. Russia and China together with some central Asian countries has formed a regional economic grouping known as Shanghai Co-Operation Organisation (SCO). Now India, Pakistan and Iran are given observer status in the SCO. China and Russia coming closer to each other in recent times is a positive development and if India joins them, it will become a formidable bloc in the world. Besides this, India, China relations have improved considerably.

14.       Despite normal situation our relations with Pakistan have strained because of the bomb blasts in Bombay, alleged to have been masterminded by cross border terrorism. Improving relations and further cementing them is in the interest of the people of both the countries. Special effort should be undertaken to further strengthen the relations of friendship between the two countries. Further normalisations and improvement of relations between India Pakistan is not only in the common interests of both the countries, but also in the interests of Indian sub continent as a whole. Similar is our position with regards to Bangladesh, Sri Lanka and other neighboring countries.

15.       Presently Pakistan is in turmoil Musharaf is under pressure from US imperialism to act more decisively against the terrorist organisations like Al-Queda and fundamentalist forces like Taliban. This has isolated the Musharaf govt. more, which was already under fire from the main political parties. Now the fundamentalist forces based in Karachi Lal Masjid is demanding Musharaf to declare Shariah as the law and taking the agitational course to force the govt. to accept such demands. The authoritarian act of the Musharaf govt. in removing the chief Justice Mr. Iftikhar Chowdhary from the post has angered the judiciary and the lawyer community. Their agitations, which continues unabatedly even after months is assuming threatening proportions due to increasing support from the people. Now former Prime Ministers Benazir Bhutto and Nawas Sherief have declared that they are going to enter Pakistan disregarding the ban imposed by the Musharaf regime. The murder of Nawab of Bugti and his family in Beluchisthan through military operation has isolated the Musharaf regime further from tribal communities. In this precarious situation it is doubtful that Musharaf can stay on for long on the basis of U.S. support. Globalisation is destabilising the socio-political situation in this region.

In Bangladesh the military backed caretaker govt. has instituted criminal cases involving corruption charges against Begum Khalida Zia and Sheikh Hazeena Mujibur Rehman, leaders of the two major political parties and is trying to block them from participating in the elections going to be conducted. This has resulted in mass agitations.

16.       Mass upsurge was witnessed against the monarchy, a symbol of feudalism in Nepal. As a result of the mass militant struggles of Nepalese people including a decade long armed struggle led by CPN (Maoists), the king Gyanendra had to abdicate powers in favour of six party alliance, a transitional arrangement for restoration of the dissolved parliament and electing a constituent assembly to frame a new constitution of Nepal. Hence King was confined to his palace. Army command was handed over to Prime Minister and his cabinet led by G.P. Koirala of Nepali Congress. CPN (UML) was also part of this transitional coalition government. Because of the very important role played by the CPN (Maoists) in the struggle for restoration of democracy the six party alliance was forced to have an alliance with the Party accepting its demand that elections should be held on the basis of universal franchise to choose a Constituent Assembly. Now the CPN (Maoists) have also joined the Cabinet. It has not agreed to disband the People’s Army, which fought a decade long battle for the restoration of democracy, but agreed to confine the Army to the barracks. Now the institution of Monarchy itself is abolished. This is a major victory of the people against the king, a strong base of feudalism in this region. Many more hurdles remain to be crossed yet for the genuine democratic movement in Nepal to have complete success and the people of Nepal has to remain vigilant against the designs of Indian ruling classes and US imperialism and the vacillations of the Nepal bourgeoisie.

17.       Developments in our immediate neighbouring country Sri Lanka are of serious concern at this moment. In Sri Lanka, the reactionary rulers continue to reject the just and reasonable demand of large number of Tamilian people inhabiting contiguous areas in the southern part of the country, the demand for effective autonomy in these areas. Recently a truce was agreed upon. Suspension of armed clashes from both sides and negotiated solution of this problem had been agreed upon. But the truce was broken, conflicts resumed and it has now escalated to aerial bombings by both the government and the LTTE. The peace process has suffered a major setback resulting in heavy casualities of Tamilian people and complete disruption of normal life in that region.

18.       This causes serious concern for people of India especially for the people of Tamil Nadu as the Tamilian people in Lanka originally migrated from Tamil Nadu mainly. The developments in Sri Lanka have naturally perturbed the people in Tamil Nadu and Assembly of Tamil Nadu has passed a unanimous resolution extending support to Tamilians in Lanka in their struggle for democratic rights. Indian Government has so far been non-committal in this situation. Indiscriminate terrorism and killing of rival politicians including Tamil politicians by the LITE have caused widespread indignation. The at tempt of the LTTE to establish itself as the sole representative of Tamil population is creating ripples in the general democratic movement including that of Tamils. The position hither to taken by the democratic forces in India is that the Sri Lankan problem has to be solved by giving maximum autonomy to the northern regions so as to fulfill the aspirations of the Tamil people within the geopolitical integrity of Sri Lanka.

19.       U.S. Imperialism and its allies Britain and others are unleashing a kind of economic and political terrorism in the world. Economic and Trade terrorism they are imposing on other countries through IMF, World Bank and WTO. In WTO ministerial conferences held at different places from time to time, Imperialist countries are facing tough resistance from developing nations and from youth, students, workers and peasants of the world as a whole. While developed countries especially U.S. is providing subsidy of 1 billion dollars a day to their farmers, they force developing countries to cut subsidies. So there comes a deadlock in their negotiations and so far consensus is eluding.

20.       To policy of imperialist globalisation aggressively practiced by US President George Bush and British Prime Minister Tony Blair has caused much dissatisfaction even among the people of USA & Britain.

Though Bush was successful initially to rally the people of USA around the antiterrorism hysteria after the Sept. 11, 2001 incident and generate support for his efforts in Afghanistan and Iraq, the continuing war in Iraq and mounting death toll of US army personnel have caused much resentment among the people. With more revelations about the cooked up case Bush & Blair has built up in order to legitimise the attack on Iraq, the public opinion, both inside and outside USA and Britain has turned against Bush and Blair. This has reflected in the recent elections to the Senate and the Congress in USA in which the Republican Party got a severe drubbing. Democrats got majority in both the houses. In the last 16 years it is for the first time that. Democrats could achieve majority in the Congress & Senate simultaneously. In the US Presidential elections due to be held in 2008 the record of the Bush administration has became a liability for his Republican Party. In Britain in the recently held elections to local municipalities Labour Party is badly defeated and Tony Blair was forced to declare his exit. By electing Gordon Brown as the new leader, the Labour Party is trying to have a facelift to face the Parliament election due next year.

21.       To cover up their designs of economic terrorism and unipolar policies of imperialist Globalisation, the ideologues of imperialism have cooked up the theory of “clash of civilizations” and the concept of rogues states. U.S. Imperialism and its allies are directly intruding into the Sovereign rights of nations and are trying to establish their hegemony over Afghanistan, Iraq, Iran, Syria, Cuba, North Korea and others in the name of fighting terrorism. Reality is that U.S. itself is the biggest terrorist state which imposes heavy destruction on the mankind, regarding which Nobel laureate of 2005 Harlod Pinter had very aptly commented in London in an Anti-war march in 2003, “United States is a monster out of control. The country is run by bunch of criminal lunatics, with Blair as their hired Christian thug.”

22 People of the world particularly those of developed countries have developed more awareness against the dangers of war, due to which they en-masse come into streets of main cities of U.S.A and Europe to protest against aggressive war ridden policies of U.S. Imperialism. We have to redouble our efforts against the war-designs of imperialism and to strengthen peace. Only a strong world peace movement can checkmate and defeat the war designs of U.S. imperialism and its allies.

23.       Struggles against imperialist aggression of economic political and military nature is gradually taking shape throughout the world. The ongoing change of Unipolarism to Multipolarism, with many centres of capital like European Union, Japan, China & Russia emerging, has helped the resistance to develop.

24.       North Korea conducted Nuclear tests and launched long range missiles in defiance of the US ultimatum. Even though North Korea was pressurised to agree to abandon such tests in future it was at the cost of US agreeing to revoke the freezing of North Korean Bank account and to give sufficient economic and other aid to that country. Iran refused to be browbeated into abandoning Uranium enrichment. Actually it has increased the number of centrifuges used for enrichment of economic sanctions imposed under the UN auspices.

25.       Saudi Arabia, hither to considered as firm ally of USA in the Gulf region hosted the Arab nations summit at Riyad and used that opportunity to make open criticism against USA for its dominating role in the international affairs and to support Iran's right to develop peaceful nuclear energy even though distancing itself from any attempt on the part of Iran to develop new areas of conflict in the region.

26.       The developing contradictions inside the WTO between US & EU on the one side and developing countries on the other side is indicative of the developing new world situation in which the writ of USA will not run unquestioned as before. Latin America once considered as the backyard of USA is now led by left leaning leaders who came to power in important nations through peoples mandate. US attempt to oust Rugo Chavez, President of Venezuela, who is the most vocal, anti among them, miserably failed because of the massive support he enjoys among the people due to his pro-poor economic policies.

27.       The growing tendency among the working class of the world to unite, reflected in the formation of international Trade Union Centre (ITUC) by ICFTU and WCL joining together and the developing consciousness that fight against globalisation has to be sharpened by forming global trade unions, adds a qualitative shift in the right direction to the emerging situation. This calls for concerted effort on the part of revolutionaries to zealously propagate revolutionary working class ideology among the working people of the world and thus give a correct guidance to the emerging struggles against the imperialist globalisation.

NATIONAL SITUATION

28.       The then ruling National Democratic Alliance (NDA) led by the BJP faced the 14th Lok Sabha Election on the ‘Development’ platform. Glittering campaign was conducted by the NDA on the so called achievements of the Neo Liberal Policies they have implemented. They claimed that ‘India is shining’ as an economic success due to these policies. But belying their expectations NDA failed miserably in the election. This reflected peoples dissatisfactions with the Neo Liberal Policies which not only not improved their life but made it more wretched and degraded, the dismal reflection of which was the mass peasant suicides.

29.       After the 14th Lok-Sabha elections, Congress led coalition Government of UPA came to power with the outside support of the so called left parties represented in Parliament under the leadership of CPI (M) and CPI. Now the experience of its rule for the past 3 years is worse than that of the previous coalition Governments of NDA led by BJP and United Front Governments of various shades. Its record is very dismal and worse than all the previous Governments in harshly implementing the agenda of Imperialist Globalisation.

30.       The congress led UPA Government is crossing all limits in opening the economy to the foreign finance capital, i.e. imperialist Global capital and liberalising the economy by disinvesting Public sector and privatising of Public Sector Undertakings on an unprecedented scale. The present Government of Dr. Manmohan Singh has already allowed foreign direct investment in all key sectors of Indian economy including insurance, banking, construction of Housing real Estate, Mega projects, even civil aviation and strategic areas of defence and security. Even reforms in labour laws and trade union laws are being undertaken to appease foreign companies and multinational corporations by facilitating unbridled exploitation of workers. Actually these so called reforms in labour laws are meant to rob the workers of their trade union rights won through prolonged struggles and sacrifices. Now the Pension Regulation Act is also being bulldozed by the UPA govt. The previous NDA Govt. led by BJP did not dare to touch these areas. But the UPA govt. of Congress and its allies are going ahead in implementing these anti people policies vehemently. The so called reforms and new economic policy initiated by Narasimha Rao Govt. in 1991, when Dr. Manmohan Singh was inducted as finance minister was carried forward by the UF & NDA govt. that followed. And now the UPA govt. is continuing with them more forcefully.

31.       This so called new-economic policy which is actually a continuation and extension of the bankrupt policy of capitalist development practiced since independence, caused havoc with the lives of the common people and has benefited the few monopolies and their class allies, the feudal landlords and foreign imperialists. This policy has further aggravated the contradictions and accentuated the economic crisis leading to discontentment among vast sections of workers and farmers. This policy of liberalisation and opening of all sectors has also caused ruination of middle and small scale industries, which can not withstand the competition with big monopolies and foreign capitalists.

32.       Congress led minority government of UPA is enabled to implement these so called policies of economic reforms and agenda of imperialist Globalisation with open support of CPM and CPI. So due to the treacherous role of CPM and CPI leadership, the people of India are made to face unprecedented price rise of all essential commodities, unemployment, poverty, hunger and cut in spending on social sectors like education, health and other basic requirements of a civilized society. The CPM and CPI leadership is not simply supporting the policies of the Indian ruling classes but is also implementing these policies rather more enthusiastically in the states of Left Front Governments led by CPI (M).Thus they have become part and parcel of the so called new economic policy of imperialist Globalisation. The leadership of CPM and CPI are playing the role of Social Democrats and class collaborationists, betraying the cause of working class.

33.       It is to be noted that Congress party is the chief and original political formation of the bourgeois landlord classes led by big bourgeoisie. It is the originator of bankrupt capitalist path, based on bourgeois landlord alliance collaborating with and depending upon foreign finance capital. The policies pursued by Congress rulers to build capitalism, led the country to economic bankruptcy and integrating the Indian economy more and more with Imperialist Global Capital. This has benefited the Indian monopolies. As a result of these policies apart from the old monopoly houses many new monopoly houses like Ambanis, Infosys, Mittals, Ranbaxies etc. whose economic status is comparable to world class MNC’s have emerged. The old monopoly houses like Tata and Birla themselves are going global and have be come global monopolies. Many of the Indian monopolies who are becoming Global players are investing not only in third world countries, but also in advanced countries of Europe, US, Canada, etc. The state governments as, well as the government at the Centre are under the tight grip of big business. The enormous growth and strengthening of big business in India has enabled them to operate a tightening grip over the ruling class parties especially the Congress, BJP and some other national and regional parties.

34.       The BJP, which had formed the NDA alongwith other national and regional parties opposed to the Congress Party represents the same ruling class interests. But BJP is also a party which propagates the philosophy of Hindutva and spreads the poison of communalism, instigates riots like that which culminated in the Gujarat genocides and continues to make vehement anti minority propaganda. Moreover it is guided by RSS a rabid communal outfit having fascist tendencies. The democratic movement has to continuously combat its dangerous anti minority, venomous policies of spreading communalism in the country.

35.       But during the last elections it has tasted defeat in many of its strong holds, because of its policies of Imperialist Globalisation, ie; policies of disinvestment, privatisation and liberalisation and because of its communal agenda. Despite its making communal appeal to the majority population during all the elections to the Lok-Sabha, it could never secure its own majority. Moreover it could not emerge as a party which has influence in every part of India .It has insignificant base in major parts of South, West Bengal and Tripura. Further more it faces a powerfull challenge of regional parties like RJD of Lalu Prasad Yadav, SP of Mulayam Singh Yadav, BSP etc. in its base of UP and Bihar. We should not overlook and underestimate the role of democratic forces, against the poisonous distortion of Hindu religion in the name of Hindutva. Now most of its previous partners except Akali Dal (B) and Janta Dal (U) have parted ways with BJP. Even Janta Dal (U) does not follow BJP blindly and have contradiction with its Hindutva policy. But we must not be blind to the fact that almost all these parties are votaries of the policies of globalisation and in their states, on comming to power they implement those policies without any hesitation. Also we must not gloss over the fact that these power hungry bourgeois parties are not averse to make treacherous alliance even with BJP as exemplified by the alliance of Janta Dal (Secular) with BJP in Karnataka.

36.       The working class movement cannot but take up a relentless fight against globalisation for which the unity of the class is of prime importance. Therefore it is clear that a movement based on struggles against the policies of imperialist globalisation is the foundation on which a broad and firm alliance of democratic forces can be built up against communalism and other divisive forces. So the pretext of CPM and CPI leadership that the alliance with the Congress party is for warding off the danger of communal forces led by BJP is exposed by experiences. Elections in many states prove that it is the BJP that reaped benefits of the anti people policies of the state governments led by the Congress Party. Actually CPI (M) leadership is camouflaging its class collaborationist policy of supporting the bourgeoisie landlord Congress party by raising the danger of BJP coming to power. MCPI (V) considers Congress and BJP both as major parties of the ruling classes and thus the worst class enemies of working people of India, but at the same time pledges to fight out not only the policies of Congress and BJP, but also of those parties and groups, who adhere to new economic policy of imperialist Globalisation. MCPI (U) will fight communalism whether majority or minority in all its forms to advance the class struggles in India.

37.       Even though the main danger of communalism emanates from the Sangh Parivar, the recent bomb explosions in Mecca Masjid in Hyderabad and the controversy created by the Sacha Souda Movement and the Akal Takt in Panjab prove that communal forces of different hues are actively pursuing their goal of destabilising the socio-political life of the country.

38.       In the present context, any third force unless built around a movement fully immersed in the struggle against New Liberal Policies cannot be a real alternative to Congress and BJP. It will only serve as another diversionary tactic of the forces of globalisation.

39.       India is a multinational and multiligual country, where one region vastly differs with other region in all respects. The people of these .different regions have their own regional problems and aspirations, exploiting which different regional political parties and groups are formed. Besides this there are pressing problems of backwards, dalits, fishermen, Charwahas and tribal sections of people. But centralised authoritarian rule led by the big bourgeoisie have not solved any of their problems, rather they resorted to suppress thesl? sections by enacting black laws like POTA etc. and attack on the democratic rights and civil liberties of the people of these are as and sections. Emergence of parties like DMK, ADMK,TDR, RJD,SP, INLD, Akali Dal, National Conference, PDP, Jharkhand Mukti Morcha, Assam Gan Parishad, Manipur People's front etc, even though they more or less represent the same ruling class interests as the Congress and BJP, are an inevitable outcome and assertion of the realities of existing economic political situation of the country. These parties are built up exploiting the regional aspirations of the people. But the class interests of the leadership of these bourgeois parties use this people's support to push its own interests and there fore the conflicts these parties have with Congress and BJP end up as mere pulls and pushes within the ruling classes. This explains the reasons why these regional parties have almost unanimous agreement with national bourgeois parties on neo-liberal economic policies and communal appeasement.

40.       The Constitution of India provides for a highly centralised state structure, thus undermining the federal structure of the country. The democratic forces in the country were clamouring for restructuring of the Centre-State relations giving more power to the States paving way for further decentralisation. But the Panchayathi Raj and Nagarapalika Act brought by the Rajeev Gandhi Government in the name of decentralisation of powers was actually an encroachment on the power of the States, the Centre trying to directly fund and control the local bodies through various schemes. The onset of globalistion has only strengthened the process of centralisation. The VAT regime has taken away even the existing power and resources of the state governments. The Armed Forces Special Powers Act. which continues to be in force in the North-East is an affront on the authority of the states and it stifles the democratic rights of the people of the region.

41.       Centralisation of power and denial of democratic rights of the people and the increasing unemployment due to globalisation provide fertile ground for all kinds of divisive forces to thrive. Again it is imperialism and the ruling classes who exploit this atmosphere to divert the people from the joint struggle against globalisation by promoting parochial and chauvinist conflicts. The so called mainstream Left is not only giving support of the ruling classes to implement the policy of globalisation but are themselves supporting all narrow chauvinist and even communal tendencies to serve their temporary parliamentary interests.

42.       The struggle for and against reservation spurt out in different parts of the country at different times often leading to fratricidal clashes and conflicts. The working class movement support the demand of the socially oppressed people for job and other reservations, but maintains that ultimate solution to the backwardness lies in strengthening class struggle. Presently various bourgeois parties are instigating the question of reservation to serve their parliamentary interests dividing people on caste, communal lines. The working class movement has to be guarded against such divisive forces and should zealously guard the unity of the people for strengthening class struggle.

43.       The policy of imperialist globalisation implemented by the successive governments at the centre has worsened the life of the people The special Economic Zone, the signal feature of globalisation is being proved as a strong instrument in the hands of the capitalists to further amass wealth through hordes of tax rebates and subsidies on the one hand and better chance for exploiting the working class by evading the labour laws. The degeneration of CPI (M), CPI and the other so called left came exposed as never before when they helped the ruling classes to make the SEZ enactment in 2005 unanimously by voting along the Congress and the BJP in parliament. The role these parties as accomplices of the forces of globalisation is well depicted by the forceful eviction of peasants in Singur for the sake of TATA’s and the cold blooded killing of peasants in Nandigram to pave way for the Salim group, the Indonasian Multi National Corporation.

44.       As result of the policies of economic reforms and Imperialist Globalisation, the following depressing features have emerged in the economy.
a.         De industrialisation leading to ever increasing unemployment and mass scale migration of the people seeking employment from one State to another which often results in fratricidal conflicts.
b.         Stagnation and crisis in agriculture, suicides of peasants and agriculture workers burdened by increasing debt.
c.         Vast number of labour in rural areas faced with unemployment in their ancestral areas and states migrating to other urban and developed areas.
d.         Price rise of essential goods and services, especially food grains, pulses (Dals) and vegetables and essential services like health, education, transport and electricity is a direct consequence of the implementation of New economic policy, thus creating unbearable hardship for vast masses of the people.
e.         Policy of creating SEZ (Special Economic Zone), Mega Malls etc. destroying agricultural land and fleecing the peasants.
f.          Foreign debt burden has enormously increased.

By such policies various sections of the population, the working class, the peasants, the middle class employees and even medium and small scale industrialists are forced do resort to spontaneous struggles.

So need of the situation is to lead such struggles and channelise them into united movements against the Government and its new economic policy. Special congress of MCPI (U) hails all such movements and struggles and pledges to boldly intervene and make efforts to rally Left and democratic forces for providing a militant movement in the country.

45.       So objective conditions are ripe for building up a people's democratic front to advance the struggle for a people's democratic revolution, which is the urgent task before the revolutionary movement. But the most damaging hurdle for the emergence of such an alternative left and democratic front in the country is the role of the so called mainstream left led by CPI (M). For the last about two decades, the leadership of CPI (M) is gradually and systematically abandoning the revolutionary positions adopted and directions prescribed in the 1964 programme at Calcutta at its foundation congress. On the contrary, it is collaborating with the very ruling classes in implementing the policies of imperialist Globalisation of building capitalism in India. 18th party congress of the CPI (M) held at Delhi recently has decided to have a new look at Globalisation, FDI(Foreign) Direct Investment) and MNC’s i.e., opening the door and inviting them and assuring them industrial peace by granting all types of concessions even at the cost of working class and peasantry. This clearly means class peace and collaboration with the exploiters. That is why CPI (M) leader ship of the West Bengal Government is receiving the good conduct certificates not only from the Indian big bourgeoisie but also from the World Bank.

46.       Capitalist imperialist system world over is enmeshed in serious crisis. Rulers in India following the bankrupt path of building capitalism are facing more serious problems. Above all that, the bourgeoisie parliamentary system, the shell in which capitalism is being built, is itself in crisis. Political instability at the center and the states has become the rule rather than an exception. Political parties, not to say about individual leaders, changes fronts and political slogans according to convenience. Horse trading has assumed astonishing proportions. The conditions of instability of a permanent nature has become the main trend of the parliamentary system. In this situation today, the leadership of the so called left principally the leadership of CPI (M) is acting as the foremost line of defence of the degenerated bourgeoisie landlord rule. MCPI (U) has to fight this utter revisionist opportunist trend in the Communist movement by exposing the illusions of the bourgeois parliamentary system. Money and muscle power has become dominant factors in all elections. Many candidates with criminal and anti social background get elected to the Parliament and state legislatures.

47.       This has eroded the faith of the people in the Parliamentary system and politicians in general. For getting undue benefits to themselves by increasing the allowances and amenities of the members of parliament, even the so called left has no hesitation. People see that all parties were unanimous in sharing the booty. On the office of profit Bill near unanimity was witnessed among the rightist and leftist members of parliament. The conduct of two former foreign ministers Natwar Singh and Jaswant Singh, belong to the Congress and the BJP, the two main bourgeois landlord parties, being name as beneficiaries in oil for food programme and the story of mole in Narsimha Rao’s time, reflect the crisis of these parties and the Parliamentary system.

48.       Here in above, the degenerating transformation of CPI (M) leadership into social democracy has been dealt with. This trend is known as revisionism in Marxist Leninist movement. Revisionism has another trend too, that of left sectarianism, that is rightly described as the other side of the same coin by Com. Lenin. That trend was prevalent in the Naxalbari movement and it continues even today in various splinter groups of that movement, working under various names of Marxist Leninist nomenclature. This trend broke away from CPI (M) during 1967-68 and established their own parties basing themselves on faulty class understanding of the bourgeoisie and wrong assessment of the concrete conditions and situations in the Country.

49.       According to their assessment “Indian bourgeoisie is comprador in nature and its rule a puppet regime.” Being a puppet regime they considered its mass base as shaky, having no independent base at all. At the same time t hey considered the situation as ripe for its immediate over throw and for direct advance towards socialism, by passing the transitional period of completing the task of democratic revolution.

50.       Like petty bourgeois adventurists they believe that heroic armed action of some individuals will automatically inspire the masses to follow the revolutionary actions. Ironically, though many of them have abandoned the heroic but overadventurous path and some of them even are participating in bourgeoisie parliamentary elections, still they cling to the old legacy of assessing the Indian bourgeoisie as Comprador. They reject the considered understanding regarding transition to ward socialism as a long drawn process, given by Engles, Lenin as well as Mao-Tse-Tung.

51.       Another development within these groups, which emerged by uniting various ML groups is formation of CPI (Maoist) and other such groups and parties are mainly operating in tribal and forest areas of Andhra Pradesh, Jharkhand, Chhatis Garh, parts of Bihar, Madhya Pradesh West Bengal, Orissa and Utter Pradesh, where the poor tribal people are subjected to brutal and rapacious exploitation by the traders, contractors and corporate companies. In recent times, attack on police stations, detention of trains jail break and false encounters have been reported. The central home ministry under the rule of Congress led UPA Government is planning unified attacks against this movement and is adopting all types of methods to suppress even the genuine movements in these areas. Central Government is treating this movement merely as a terrorist movement, where as it has deep rooted economic, political and social factors behind it. In between the state terrorism and attacks by these groups many innocent people are becoming victims. Some of these groups openly helped Congress party in elections in A.P. and brought the present Government into existence but it failed to bring any fruitful results. Before rushing to any hasty conclusion towards this movement, we must support the genuine and just demands of the people in these areas and condemn the misdeeds of the Government administration as well as the bad elements of this movement. MCPI (U) is of the considered opinion that no movement in whatever form, can be successful and can achieve its desired results without the support of the vast masses of the people.

52.       MCPI (U) is formed by the amalgamation of MCPI, Jankeeya Vedi of Kerala state and CPM (Punjab) which also includes comrades from West Bengal, Tamil Nadu, Haryana and some other states. Prior to this MCPI was in existence in several states since the last two decades. Similarly BTR-EMS-AKG Jankeeya Vedi was functioning in Kerala and CPM, Punjab was functioning for the last about five years. After long deliberations and through discussions, a statement was adopted at Aluva (Kerla State) on the historic day of October revolution, ie.7th of November 2005 by the leaders of the parties and groups stated above. It was a historic step in the process of unification of communists in India. Aluva declaration initiated a new process of unification of communist ranks on a single platform. The spirit of unity among communist revolutionaries was given paramount importance and the party was named MCPI (United) MCPI (U) shall strive to build the revolutionary communist movement throughout the length and breadth of the country by further uniting the various groups and parties, which are disgusted and frustrated with the revisionist policies of class collaboration of the leadership of traditional Communist parties, i.e., CPI (M) and CPI and also the diversionary policies of Left adventurists. In essence MCPI (U) shall attempt to develop genuine revolutionary movement in India on the basis of Marxism Leninism and Mao Tse Tung thought according to the concrete specific Indian situation on the basis of past revolutionary experience avoiding the twin dangers of right revisionism and left extremism as envisaged in our updated party programme.

53.       OUR TASKS
i           To determinedly oppose and fight the policies of imperialist globalisation being imposed through WTO, IMF and World Bank by U.S. imperialism and its allies and to further oppose their aggressive war designs and express solidarity with oppressed and suppressed people of the world with a view to strengthen world peace movement

ii           To oppose and• expose the so called new economic policy of Liberalisation, Privatisation and Globalisation (LPG) being implemented by the government under the garb of economic reforms.


iii          To fight against authoritarianism and communalism of all colours and shades and mobilise the wider sections of people against these twin dangers in Indian polity.

iv          To fight for the restructuring of Centre-State relations and for decentralisation of power. To fight for abrogation of the Armed Forces Special Powers Act.

v          To launch struggles on demands of workers peasants, agricultural workers students, youth, employees and women.

vi          To agitate for implementation of radical land reforms, confiscation of surplus lands of feudal landlords without compensation and its distribution among the landless marginal farmers and agriculture workers with special stress on the land to the tillers to change the correlation of productive forces and generate employment avenues in the rural areas. To fight for the right to employment as a fundamental right.

vii         To fight for the repeal of the Special Economic Zones.

viii        To protect the rights and interest of industrial workers against the attack on their livelihood by the ruling classes under the garb of rationalisation and amendments to labour legislations. To further protect small scale domestic industries from the competition of Indian and Foreign monopolists and their multinational corporations.

ix          To fight for the rights of Dalits, Adivasis, Women and other weaker sections of the people.

x          To fight for the protection of the environment from the mad pursuit of profit especially in the present phase of globalisation.

xi          To propagate Marxist Leninist philosophy and strive to implement it in specific concrete Indian situations.

xii         To fight against decadent, obscurantist, degenerated, vulgar bourgeoisie imperialist culture and promote and protect our heroic patriotic legacy of struggles for independence and socio-economic reforms. To develop a progressive educational policy.

xiii        To build and develop revolutionary communist movement avoiding deviations of right revisionism and left adventurism in order to establish genuine left and democratic front on the basis of alternative polices.

xiv        To support all the militant struggles of the working class of the world to protect their labour power and interests against the ever increasing attack of capital especially finance capital.
xv         To strive for broader unity of left and democratic forces in India and uphold the traditions of proletarian internationalism to march forward to achieve the unity of working class.

REGARDING THE COMMENTS OF NEW DEMOCRACY
TO OUR PROGRAMME

In the July 2006 edition of the Punjabi paper (Inqlabi Sada Rah) of the State Committee of CPI (ML) New Democracy, we have come across an article on Mangat Ram Pasla and some other of his colleagues like Harkanwal Singh’s role in walking out of MCPI (U) which they had joined after signing the Alluva declaration on November 7th, 2005 in Kerala. The writer has effectively nailed down the highly unprincipled role of Corn. Pasla and his colleagues of the CPM (Punjab). We do not want to add anything in that.

But in this very article the writer has offered a critique of the programme adopted at the foundation Congress of the CPI (Marxist) in November 1964, on the basis of which MCPI (U) proposed to prepare and adopt its updated program. (That has been adopted in September 2006 in the special congress of MCPI (U) held at Chandigarh.)

We welcome this attempt on the part of the CPI (ML) New Democracy to provide us an opportunity to enter into a comradely discussion, on important ideological-political issues especially relating to conditions prevailing in our country. We all admit, that correct understanding about concrete conditions, in prevailing situation is the soul of correct application of Marxism Leninism.

Therefore, this comradely discussion will be useful for the wider Sections of communist movement in our country, because, although the original Naxalbari movement is today divided into many groups, most of them have common understanding with New Democracy, on the issues to be discussed, raised in this article.

We propose to take up issue under discussion, one by one. Writer has correctly stated that essence of the program is that it correctly depicts the character of the state and the society.

The original programme of CPI (M) adopted in November 1964 characterised the Indian State, as organ of the class Rule of Bourgeois Landlord led by big Bourgeoisie, who were increasingly collaborating with imperialist capital in pursuit of capitalist path of development: Para 56.

Attacking this characterisation of the State in India, the writer States “Revolutionary Communists hold that Big Bourgeoisie is comprador (Dalal) under the leadership of Imperialism. Imperialist comprador (Dalal) Bourgeoisie in alliance with landlords, is in power in India

New Democracy, including many others Naxalbari groups hold, that at the transfer of power in August 1947 a Govt. under the leadership of Nehru that has come to power is puppet of Foreign Imperialism and leadership is not in the hands of Bourgeoisie characterisation of which is available in various writings of Marx, Engels, Lenin, Mao and the International Communist movement.

New Democracy and other groups of Naxalbari brotherhood arrive at this understanding, because they hold that Indian Bourgeoisie is comprador (Dalal) Bourgeoisie.

What is the character of comprador Bourgeoisie? The very word Dalal used by the writer, makes it clear, that it is Bourgeoisie that does not exchange or sell in the market commodities produced through its own manufacturing process. He is not an Industrialist himself. Com. Mao Tse Tung also characterised comprador as a Non-Industrial capitalists. “A comprador in the original sense of the work was Chinese manager or the senior Chinese employee to Foreign Commercial establishment, The comprador served Foreign economic interest and had close connection with Imperialism and Foreign Capital” Mao’s works Vol. Analysis of Classes-Page 19.

This understanding of New Democracy and other groups of the Naxalbari brotherhood, clearly amounts to closing eyes about the Industrial development in India.

It is true that India has been subjected to the rule of Foreign Industrial and Finance capital for a long period, that put obstacles in the Industrial development in the country in various manners. But at the same time, for furtherance of their own trade and business, and as a result of internal contradictions arising out of that, they were themselves forced, contrary to their desires to open opportunities for Industrial development in India.

Karl Marx noted this contradiction in the policies of Foreign British Rule in India, longtime ago.

In one of his article, “The future result of the British Rule in India” written in August 1853, Marx wrote.

“I know that the English Millocracy intends to endow India with Railway with the exclusive view of extracting at diminished expenses the cotton and other raw material for their manufacture, but when you have once introduced machinery into the locomotive of a country which possesses iron and coal, you are unable to with hold it form its fabrications. You cannot maintain a net of Railway over an immense country without introducing those processes necessary to meet the immediate and current wants of Railway locomotives, and out of which there must grow the application of machinery to those branches of Industry not immediately connected with the Railways. The Railway system therefore, will become in India, truly the fore runner of modern Industry.”

Marx was confident that Indian people and its engineers are capable of utilising the power of machinery. He wrote:

Modern Industry, resulting from the Railway system will dissolve the hereditary division of labours upon which rest the Indian caste system, these decisive impediments to Indian progress and Indian power.

According to Karl Marx’s assessment contrary to the designs of British Mill owners and despite the various types of impediments machinery was utilised not only in Railway workshops, but through its utilisation many kind of Industries were also setup.

Iron and steel complex by Tata at Jamshedpur. Textile mills at Ahmdabad, Surat, Kanpur, Bombay, Madras, Coimbator etc. Jute Mills at Calcutta, Sugar Mills in UP, Bihar, Maharshtra etc. Paper Mills. Tea, Coffee and Rubber production, in this manner a large net work of various types of Big Industries grew up, and the entrepreneurs were mostly Indian capitalists. A type of Indian Bourgeoisie came into existence, that was visualised by Marx, Engels and Lenin. Do we call it comprador (Dalal) Bourgeoisie as New Democracy and Naxalbari brotherhood would like to believe?

Indian bourgeoisie availed of opportunities during the two World Wars 1914 to 1918 and 1939 to 1945. During these periods, large number of medium and small scale industries were also set up. During this period besides the growth of Economic Power of Big Bourgeoisie, like Tata, Birla, Thapar, Dalmia, Singhania, Sri Ram etc. who diverssified into various branches of Industries and door was opened for medium and small scale industries also at very large scale. To take the examples of Punjab alone, we can draw attention to development of medium and small scale Industries in Lahore, Amritsar, Batala, Goraya, Ludhiana etc. long before 1947 during the Foreign rule itself.

It is an established fact that out of all the colonies world over India was Industrially well developed, even during the foreign rule.

Therefore, we urge that New Democracy and other Naxal groups to realise that under the leadership of Big Bourgeoisie, a Bourgeoisie class (not comprador) had developed in India. Even before the transfer of Power in August 1947 and this Big Bourgeoisie was dominating the Freedom Movement (Congress party) in India. That is why the charcterisation of state in the 1964 programme is in according with the Marxist Leninist understanding. This very characterisation of the ruling party and its state after the transfer of power in 1947, contradicts the revisionist stand of CPI, led by Dange, Joshi and others.

Writer of New Democracy has placed before us another utterly dogmatic riddle my attacking the 1964 programme. The 1964 Programme stated. “The Indian Bourgeoisie is increasingly collaborating with foreign finance capital. The writer of New democracy poses before us certain critical questions. He holds that this programme does not clarify whether this collaboration is on equal status. If so, in that case Bourgeoisie is independent and hence National. In that case the progarmme adopts the position of CPI. Is this collaboration not under domination of Imperialism.” If so, then it is Dalal Bourgeoisie and confirm the position of Naxals. Thus by keeping silent on this issue the 1964 programme demonstrates itself as opportunist.

This riddle posed by the writer is not only dogmatic but also childish. Marxism Leninism notes the dual character of the Bourgeoisie. The writer wants us to hold an out right one sided character of the Bourgeoisie.

Marxism stands upon Dialectical and Historical materialism, according to which a very happening or being has two self contradictory roles. Its existence is dependent upon unity of two contradictory forces or trends, at the same time the contradictory aspect also continues to operate, on which its development proceeds. This is called unity and struggle.

Unfortunately the Naxal Comrades see only one aspect of every being. Dialectical and Historical materialism teaches us that every development passes through transitional period, when certain .features of old persist, along with development of New Dogmatist always look to only one or the other aspect thus committing right or left deviation. The Naxal comrades are guilty of such non dialectical approach.

Carrying forward its attack on the foundation programme of 1964 writer states, According to this program, the other class in power are the capitalist landlords. Position of Naxals, in this connection is that India is semi feudal country and Feudal landlords share power in the state. Position of CPI is that Feudalism has been abolished. In this programme word landlord has been used. Landlord can be feudal or Bourgeoisie. Programme does not clearly state whether the landlords are feudal or Bourgeoisie. If they are feudal, and country is semi feudal position of Naxals is correct. In case they are capitalist their position is that of CPI. Therefore, opportunistically they prefer to keep silent on this stand.

To start with, it is pointed out that even CPI has never stated that landlords are capitalist in India.

Like their position an earlier topic dealt with above, our Naxal comrades continue to stand on dogmatic position. They refuse to understand the dialectical, historical development in agriculture as well, according to which all development pass through a transitional process, where in New emerges with in the old existence. New features develop while some features of the old also persist.

Our Naxal comrades, can get out of this riddle, if they pay attention to the process of development of capitalism in agriculture.
Comrade Lenin has provided us guidance, regarding features of Capitalist development in agriculture, on which basis we can discuss and arrive at an understanding about capitalist development in Agricultural sector in India. Therefore, we place before the Naxal comrades, certain features regarding capitalist development in agriculture, according to Corn. Lenin.

In his book theory of agrarian question, Lenin stated, “The case of America confirms in particularly striking manner the truth emphasised by Marx in volume III of capital, that Capitalism in agriculture does not depend on the form of land ownership or land tenure-capital subordinative assumes various forms and achieved the various ways” page 196.

The extent to which hired labour is employed is certainly the best and most direct index of the development of capitalism.P-222, Comrade Lenin also laid down, the meaning of employment of capital in agriculture and stated.

It means technical changes in agriculture, its intensification the transition to higher form of land cultivative, the increased use of artificial fertilizers, improved implements and machines increased employment hired labour etc. The mere computation of the area of forms cannot express all these complex and varied Processes and the general process of development of capitalism in agriculture is precisely a compound of all these processes

CONTINUING FURTHER LENIN STATED:

“Under capitalism, small farmer becomes a commodity producer whether he wishes to or not, whether he is aware of it or not and it is thus a change above even where the small farmer does not as yet exploit hired laboures convert him, never the less, into an antagonist of the proletariat makes a petty bourgeoisie of him” page 268-269

Keeping in view the various features explained by Corn. Lenin. It is not difficult for us to see in which direction development in agricultural sector is proceeding in India.

It is true that during the foreign Imperialist Rule India remained a predominantly agrarian country and the land tenure was also predominantly feudal. But capitalist development in agriculture was inevitable and unavoidable. As stated by Corn. Lenin. In India too process of subordination of agricultural sector, by capital, in varied forms continued, over coming the feudal and semi feudal nature of land tenure system.

In the light of Com. Lenin prediction, well known economist, Dr. Sucha Singh has thrown some light on capitalist development in Agricultural Sector in India, through a series of articles published in Punjabi daily Ajit in the month of November 2006.

Measured on the extent of capital investment, production of agricultural commodities, employment of wage labour, etc. agricultural sector in the states of Andhra, Karnataka, Maharashtra, Punjab, Tamil Nadu and West Bengal have fully capitalistically developed, Haryana, Bihar, Madhya Pradesh and Gujarat are-also developing to a great extent in the same direction. Capitalist developing in agricultural sector in Assam, Rajasthan, UP and Orissa is as yet at 'a lower level.

The character of agriculture from self sustaining is rapidly changing to a commercial profession.

Hereby, we could like to sum up our comments upon the position adopted by New Democracy and certain other groups of Naxalbari. A revolutionary party that fails to look into and evaluates historical developments at a given period and situation, cannot arrive at a correct programme and policies to pursue its Revolutionary activity. It is bound to fall into a left adventurist or right revisionist deviation.

Herein we would like to place before these comrades, certain important observations of Mar x and Lenin in this connection.

In a preface to the German Edition of communist Manifesto, jointly issued by Marx and Engels, in 1872, it was stated, "the general principles laid down in this manifesto, are, on the whole, as correct today as ever, Here and there some details might be improved. The practical application of the principles will depend, as the Manifesto itself states, everywhere and at all times, on the historical condition for the time being existing...........?

Com. Lenin made it further explicit. In one of his important article written in December 1910 “certain features of historical development of Marxism” it was stated.

“Our teaching said Engels, referring to himself and his famous friend is not a dogma, but a guide to action. This classical statement stresses with remarkable force and expressiveness that aspect of Marxism which is very often lost sight of and by losing sight of it, we turn Marxism into thing one sided disfigured and lifeless. We deprive it of its living soul we undermine the basic theoretical foundation-dialectics, the doctrine on all embracing historical development full of contradiction. We sever its connection with the definite practical task of the epoch, which may change with every new turn of history.”
